Consultancy ICF International Inc. has appointed Ronald Vargo to head finance, effective April 1. He succeeds Alan Stewart, who had announced his intention to retire at the end of March. Vargo comes to the firm from EDS, where he was also CFO.

TradeBeam Inc. has promoted Doug Harrison to finance chief. He joined the global trade management software and services company in 2002 as vice president of finance.

Mark Kochvar has been promoted to lead the finance function at S&T Bancorp Inc. Kochvar, who has been at the bank since 1992, most recently held the post of treasurer.

Effective April 1, Adrian Dillon will resign as CFO and executive vice president, finance and administration, at Agilent Technologies Inc. to become chief financial and administration officer at Skype. At that time, Didier Hirsch, vice president, corporate controllership and tax, will become acting CFO.

Susan Barnes has been named to the top finance spot at Pacific Biosciences Inc. She is retired from Intuitive Surgical Inc., where she had served as CFO and senior vice president, finance.

The Yankee Candle Co. has appointed Gregory Hunt CFO and executive vice president, finance. Previously, he was executive vice president of strategic and commercial development at Norwegian Cruise Lines.

Pharmaceutical firm Zogenix Inc. has named Ann Rhoads to lead the finance function. She is a former CFO of Premier Inc.

Openwave Systems Inc. has promoted Anne Brennan from vice president of finance to finance chief, effective April 1. She takes over from Karen Willem, whose resignation from the software company is effective March 31.

George McMillan is the new head of finance at clinical development services provider PharmaNet Development Group. Most recently, he was CFO and chief operating officer at Ze-Gen Inc.

Hutchinson Technology Inc. has appointed Steve Polacek to the top finance spot. He replaces John Ingleman, who will become senior vice president of administration. Polacek is a former CFO and chief administrative officer of Opus Corp.
