Abstract:: There is not much disagreement that the issue of retirement security is a front burner issue for public policy in the United States.. It may even be a greater problem than healthcare. If we wait too much longer many people will be hurt. Recently, in his closing remarks in a speech to the Business Council, President Obama said "We face some very big challenges right now. The only way we're going to get through them -- the only way we ever have -- is if we align the interests of workers and businesses and government around a common purpose." The strategy outlined in the attached paper will enhance retirement security while aligning business, labor and the government efforts to preserve the private retirement system. The time has come to consider new approaches to retirement security and business. As is often the case, some of the best ideas to address these problems can be found in past practices updated to contend with current realities.
