I would argue that many companies are choosing outsourcing providers with domestic operations as well. At Billtrust we provide outsourced billing services, and all of our operations are domestic. We are a specialist in the area of billing - both paper billing via fax or mail; and all variations of electronic billing. Companies find that you can't go "offshore" for this type of work, and at the same time they realize that there is no value to them executing this function in-house.
