In general I really like the AT Kearney index. Unfortunately this year I am afraid that the Index has been influenced too much by currency changes. I explain why in my blog post: http://tr.im/lONx.
Most Central and Eastern European countries dropped dramatically in the index, mainly due to the depreciation of the dollar. But by the end of the year the US Dollar was a lot stronger again compared to Central and Eastern European currencies.
